Prohibits drivers from transporting persons under 18 years of age in the back of motor vehicles on highways unless the minor is safely restrained.

Exempts emergency response situations where measures are necessary to assist an injured person or prevent injury or death.

Exempts enclosed motor vehicles, camper shells, organized parades, private property vehicles, and vehicles on Indian reservations from the restraint requirement.

Exempts motor vehicles being driven at posted speed limits of 35 miles per hour or less from the restraint requirement.

Exempts farm or ranch vehicles owned by farmers or ranchers when used exclusively within farm or ranch boundaries, including up to one mile of incidental highway use between different parts of the property.
