Amends the definition of "dependent" for state employee health insurance coverage to mean a spouse under Arizona law, a child under 19 years of age, or a child under 23 years of age who is a full-time student, effective October 1, 2009.

Applies retroactively to September 30, 2009 for both the dependent definition amendment and related changes to state health insurance provisions.

Maintains existing state authority to procure health and accident coverage for full-time state officers, employees, and their dependents through various plan types including indemnity insurance, HMOs, and self-insurance options.

Allows school districts, charter schools, and local public entities meeting specified requirements to participate in state health and accident insurance coverage, with costs allocated based on employee participation numbers.
