Establishes an Arizona media production advisory study committee comprised of four legislators (2 House, 2 Senate), the director of the department of commerce film office, and four appointed members with expertise in advertising, postproduction, sound recording, and independent production.

Committee tasked with conducting a comprehensive study of the media production industry in Arizona, identifying current and potential growth capabilities in commercials, industrial, educational, and entertainment media sectors.

Committee must seek input from industry specialists including advertisers, production studios, equipment vendors, producers, writers, academics, legal and finance professionals, and business organizations.

Committee must submit its findings, recommendations, and report to the legislature and governor by June 30, 2011, with recommendations for both private sector and public policy initiatives to grow the electronic media production industry and create jobs.

Committee terminates upon submission of its final report.
