Amends section 41-2065 to change vapor recovery system inspections from "Test" to "Randomly witness tests on" all mandated stage I and stage II vapor recovery systems installed or operated in Arizona at least annually.

Modifies section 41-2132 to allow gasoline vapor recovery systems to be approved by third-party accredited testing organizations recognized by industry and the department, in addition to California Air Resources Board certification.

Requires owners or operators of gasoline dispensing sites to have stage II vapor recovery systems tested annually by a registered service representative licensed by the department.
