Amends section 16-956, Arizona Revised Statutes, relating to the Citizens Clean Elections Act to require the Citizens Clean Elections Commission to disclose evidence or potential evidence from complainants to participating candidates within one business day of receipt in enforcement actions.

Establishes a 90-day deadline for the commission to take action on external complaints filed after the postelection report is filed or after completion of the election canvass, whichever is later.

Requires the commission to maintain its existing duties regarding voter education, debate sponsorship, financial reporting oversight, and enforcement of the Citizens Clean Elections Act.

Requires a three-fourths affirmative vote of both houses of the legislature for the amendments to become effective, per Arizona Constitution article IV, part 1, section 1.
