Amends section 16-957 of Arizona Revised Statutes to add enforcement procedures for false complaints under the Citizens Clean Elections Act.

Requires the commission to assess attorney fees and costs against a complainant if any complaint is found to be false or if evidence submitted by the complainant is determined to be fraudulent.

Allows the commission to file a civil action to collect the assessed fees and costs from the complainant, with costs including both the commission's attorney fees and the responding candidate's attorney fees.

Requires approval by at least three-fourths of the members of each house of the legislature for the amendment to take effect, pursuant to Arizona Constitution article IV, part 1, section 1.
