Amends Arizona Revised Statutes section 32-1155 regarding contractor complaint procedures and disciplinary citations.

Expands who can file complaints to include owners, contractors party to a construction contract, or persons who suffer material loss or injury from a contractor's failure to perform work professionally or per building codes.

Requires contractors receive written notice and fifteen days to inspect allegedly defective work before the registrar can issue a citation for non-professional work or code violations.

Prohibits citations if the contractor's work has been subject to neglect, modification, or abnormal use by others after completion.
