Allows applicants for initial motor vehicle registration and renewal to voluntarily donate $10 to state parks operations, maintenance, and capital improvements through the registration application process.

Creates the sustainable state parks fund to receive and hold all voluntary donations collected under the vehicle registration contribution program, administered by the Arizona State Parks Board.

Deposits all collected voluntary contributions into the sustainable state parks fund pursuant to sections 35-146 and 35-147, with funds continuously appropriated and exempt from lapsing provisions.

Requires the Auditor General to conduct an audit of the sustainable state parks fund on or before February 1, 2013, and report findings to the appropriations committees of both chambers.

Both the vehicle registration contribution provision and the sustainable state parks fund are set to expire on June 30, 2013, unless renewed by the legislature.
