Establishes a new special lottery game each year beginning in fiscal year 2010-2011, separate from existing lottery games, with revenues dedicated to a veterans' donations fund subaccount.

Requires the Arizona Lottery Commission to account for the special game's revenues for prizes and deposits to the veterans' donations fund separately in the commission's accounting system, with monies derived solely from the special game revenues.

Creates a separate subaccount in the veterans' donations fund (under section 41-608) for deposits from the special lottery game, with monies to be used at the director's discretion for the benefit of veterans in Arizona.

Prohibits use of the veterans' donations fund subaccount monies for administrative expenses of the Department of Veterans Services.

Makes technical corrections to statutory language, changing "which" to "that" in several sections relating to lottery game selection and validation requirements.
