Allows elected statewide and legislative officials to establish separate officeholder expense accounts to receive contributions from individuals up to $150 per election cycle for performing officeholder duties.

Sets spending limits per election cycle: $98,360 for governor, $51,680 for secretary of state and attorney general, $25,840 for other statewide officials, and $9,800 for legislators, with officials able to contribute up to 30% of the limit from personal funds.

Permits officeholder accounts to be used only for office equipment, supplies, constituent travel and meetings, and informational or educational expenses; prohibits use for campaign purposes.

Restricts account activity beginning April 30 in election years; remaining funds must either be paid to the state general fund or carried forward to another officeholder account for the same person.

Imposes a civil penalty of three times any improperly received, spent, or reported amount for violations; requires reporting under campaign finance requirements and applies enforcement provisions from existing election law.
