Adds prohibition preventing monies in county anti-racketeering revolving funds from being used for advertisements featuring the name or likeness of any public official.

Allows county anti-racketeering fund monies to be used for gang prevention programs, substance abuse prevention and education programs, witness protection, and investigation and prosecution of racketeering offenses.

Requires county attorneys to file quarterly reports (January 25, April 25, July 25, October 25) with the Arizona criminal justice commission detailing sources and expenditures of fund monies.

Requires political subdivisions receiving monies from the fund to file quarterly reports (January 15, April 15, July 15, October 15) with the county attorney, who then transmits them to the Arizona criminal justice commission.

Requires the Arizona criminal justice commission to compile all county and political subdivision reports into comprehensive reports and submit them quarterly to the governor, legislature, and joint legislative budget committee director.
