Establishes an annual sustainable state parks fee collected at motor vehicle registration, with the amount to be determined by the Arizona State Parks Board.

Exempts commercial motor vehicles from the sustainable state parks fee requirement.

Creates the Sustainable State Parks Fund to receive and hold collected fees, with monies continuously appropriated to the Arizona State Parks Board for operating, maintaining, and improving state parks.

Prohibits the Arizona State Parks Board from charging day-use fees for state parks to vehicles displaying Arizona license plates, though special services like tours and overnight camping may still carry fees.
