Prohibits state agencies, boards, commissions, and departments from entering into agreements or taking actions that result in state service positions being established or transferred outside the United States.

Defines "state service position" to include any office or position of employment in state government, as well as contractual employment relationships.

Applies to both direct and indirect outsourcing of state service positions.
