Amends Arizona election law to allow independent voters and voters registered with ineligible parties to vote in presidential preference elections by selecting a ballot from any eligible political party.

Modifies section 16-241 to remove language restricting voters to their registered party's ballot and instead allows independent voters to designate which party ballot they wish to vote.

Adds new section 16-244(C) allowing political parties to prohibit non-members from voting in their presidential preference election by providing written notice to the secretary of state at least 85 days before the election.

Updates section 16-246 to specify that early ballot procedures allow independent voters and voters registered with ineligible parties to designate and receive a ballot from an eligible political party that has not prohibited non-member voting.

Establishes early voting period beginning 26 days before the presidential preference election and ending on the Friday before the election.
