Adds section 41-1134 to Arizona Revised Statutes establishing new powers and duties for the House and Senate rules committees regarding budget reconciliation legislation.

Requires rules committees to compile a list of substantive policy items in budget reconciliation bills and provide notice to all legislature members that items will not be considered unless publicly claimed by a legislator as their own proposal.

Prohibits rules committees from considering any substantive policy item in budget reconciliation bills unless a legislature member has publicly claimed the item as their own proposal.

Authorizes rules committees to take public testimony and adopt substantive amendments to budget reconciliation bills.
