Creates new article 2 in Arizona Revised Statutes Title 36, Chapter 23 to regulate the treatment and creation of human embryos and human-animal hybrids.

Prohibits creation of in vitro human embryos by any means other than fertilization of a human egg by human sperm, with violations classified as class 1 misdemeanor.

Bans creation of human-animal hybrids, transfer of human embryos into nonhuman wombs, transfer of nonhuman embryos into human wombs, and transportation or receipt of human-animal hybrids, with violations classified as class 1 misdemeanor.

Prohibits purchasing, selling, or advertising for purchase or sale of in vitro human embryos, with violations classified as class 1 misdemeanor.

Prohibits nontherapeutic research that causes injury, death, or destruction of in vitro human embryos, with violations classified as class 6 felony; includes exemptions for research using transgenic animal models with human genes and xenotransplantation of human organs or tissues into animals.
