Amends section 11-952 Arizona Revised Statutes to clarify language regarding intergovernmental agreements for joint exercise of powers by public agencies, boards, commissions, and public procurement units.

Adds section 11-952.02 establishing that separate legal entities formed by cities, towns, counties, and special taxing districts under intergovernmental agreements are political subdivisions of the state with common governmental and proprietary powers.

Authorizes separate legal entities to issue revenue bonds payable solely from undertaking revenues, with bonds exempt from state and local taxation and not counted toward statutory debt limitations.

Permits separate legal entities to engage in electric generation and transmission activities but prohibits electric distribution activities, and clarifies such entities are not deemed public power entities under title 30.

Subjects separate legal entities to title 40, chapter 2, article 6.2 (public records) and title 48, chapter 1, article 8 (property taxation exemptions).
