Amends section 28-669 to require accident report forms to include information about whether persons involved were engaged in distracted driving in violation of section 28-913 at the time of the traffic accident.

Adds new section 28-913 prohibiting persons from operating a motor vehicle on a highway while distracted in any manner.

Allows law enforcement officers to issue citations for distracted driving violations if the officer believes the distracted driving is hazardous to public safety.
