Prohibits class G driver licensees (under 18 years old) from operating a motor vehicle while using a cellular telephone or personal digital assistant, with exceptions for emergency situations and reporting criminal behavior.

Allows exceptions to the cellular phone restriction when the licensee is reporting criminal activity, believes they are in physical danger and are alone in the vehicle, or communicating with emergency responders or medical facilities regarding an emergency.

Imposes extension of existing driving restrictions (nighttime driving and passenger limitations) for at least six months if a licensee violates the cellular phone prohibition.

Maintains existing restrictions for class G licensees regarding nighttime driving (12:00 a.m. to 5:00 a.m.) for the first six months and limiting passengers under 18 years old to siblings only, with corresponding civil penalties and license suspensions for violations.
