Establishes a solar school grant program fund administered by the Department of Commerce Energy Office, funded through an electricity consumption tax on utilities delivering power to residential, commercial, and industrial customers at rates of 0.05-0.07 cents per kilowatt hour, with exemptions for renewable energy sources.

Requires school districts to install solar technology in schools, prioritizing new facilities first and then existing facilities (smaller schools first), and to establish solar school funds to deposit net metering revenues until all schools statewide convert to solar.

Directs annual disbursement of fund monies beginning March 1, 2012: up to $250,000 or 1% of fund balance (whichever is less) to the Department of Education for solar education programs, with remaining funds distributed to school districts on a per-pupil basis.

Terminates the electricity consumption tax and solar school grant program when the State Board of Education notifies the Department of Commerce Energy Office that all schools in all school districts have converted to solar technology.

Requires a two-thirds affirmative vote of both houses of the legislature for enactment, effective immediately upon the governor's signature or upon three-fourths legislative override of a veto.
