Establishes the Arizona Work-Study Program administered by the Commission for Postsecondary Education to provide financial aid to qualified students attending eligible public universities, community colleges, or accredited private postsecondary institutions.

Requires employers and institutions to enter into agreements where the state covers 50% of student compensation, with students limited to 20 hours per week in new positions related to their career goals and paid 75-100% of equivalent position wages.

Prioritizes undergraduate students and those formerly in foster care, with at least 75% of funds distributed based on demonstrated financial need and preference for off-campus community service placements.

Establishes a work-study advisory committee including representatives from educational institutions, students, community organizations, school districts, businesses, and labor to oversee program development and make periodic adjustments.

Requires the legislative council to conduct annual financial reviews and mandates the program terminate on July 1, 2020 unless reauthorized.
