Amends Arizona Revised Statutes section 28-7095 to modify the Department of Transportation's authority to convey land not needed for transportation purposes.

Removes language requiring the director to consider conveyances to be "in the public interest" and that property be "used for such a specific public purpose" before conveying to government agencies without public sale.

Maintains existing procedures for public auctions, direct sales, appraisals, and conveyances to adjacent property owners or underlying fee owners.

Preserves requirements for agencies receiving property to pay fair market value appraisals (within 12 months) and allows the department to repurchase property at the original cost or current fair market value, whichever is less.

Keeps all other provisions related to easements, payment terms, quitclaim deeds, county notifications, and real estate broker commissions unchanged.
