Corrects grammatical language in section 5-341 regarding negligent operation of watercraft by changing "No person shall not operate" to "A person shall not operate."

Creates enhanced penalties for second or subsequent violations of negligent watercraft operation within 24 months, making it a class 1 misdemeanor with minimum $500 fine and minimum 20 days jail time (section 5-341, subsections H-J).

Establishes a $250 assessment fee for convictions under sections 5-395.01, 5-396, and 5-397 (operating watercraft while under the influence) to be deposited into the law enforcement and boating safety fund established in section 5-383.

Allows courts to permit defendants serving jail sentences for watercraft offenses to continue employment or schooling up to 12 hours per day, 5 days per week, with remaining time served in jail (section 5-341, subsection J).
