• Any contract awarded through this public request for proposals must require the offeror to demonstrate a cost avoidance methodology as part of the proposal submission.

• Maintains existing requirements for health care insurers to report enrollment data, accept state recovery rights, respond to inquiries within three years of service, and not deny claims based solely on submission date or format.

• Requires the director to publish an annual compliance report by January 1 listing insurers that have not materially complied with claims data reporting requirements and any corrective actions taken.
