Amends section 16-961 of Arizona Revised Statutes to extend the qualifying period for statewide office elections from 75 days to 90 days before the general election.

The qualifying period for legislative elections remains unchanged at beginning on January 1 of an election year and ending 90 days before the general election.

Applies to the Citizens Clean Elections Act and affects the timing requirements for candidates seeking to qualify for public campaign funding.

Becomes effective January 1, 2011, subject to approval by at least three-fourths of the members of each house of the legislature as required by Arizona Constitution Article IV, Part 1, Section 1.
