Amends Arizona Revised Statutes Section 41-791 to authorize the Department of Administration to construct and install solar panel systems connected to utility systems.

Permits solar panel installation on roofs of buildings under the department's jurisdiction, in the parking lot area west of the state capitol executive tower, and in the Wesley Bolin memorial plaza parking lot area.

Updates statutory language to replace gendered pronouns with neutral terminology ("the director's" instead of "his").

Maintains existing department responsibilities for direction, control, maintenance, and security of public buildings in the state capitol area and Tucson office buildings.
