Requires the legislature to fully fund any state mandate imposed on school districts either through direct appropriations or new dedicated revenue sources, or the mandate is not enforceable.

Unfunded state mandates are not lawful requirements and school districts have no obligation to implement, pay for, or enforce them.

Exempts criminal laws and laws affecting all persons (public and private) as a general class from the funding requirements.

Requires all state mandate funding to be distributed through a formula ensuring equitable per-pupil cost sharing among all school districts in the state.

Defines "state mandate" as laws, administrative procedures, rules, or actions establishing new programs, increased service levels, or additional personnel costs.
