Exempts persons from passing the subject knowledge portion of the proficiency examination if they have completed a minimum of 24 semester hours of courses in that subject area.

Maintains requirement to pass the professional knowledge test component of the proficiency examination for basic or standard teaching certificates.

Allows reciprocity with proficiency examinations from other states, but limits reciprocity recognition to only those grade levels and content areas for which the person is certified in the other state.

Requires retesting if a person passed the proficiency examination seven or more years ago, unless they have been employed as a teacher in another state for at least five of the previous seven years.
