County recorders may establish one or more satellite voting locations on election day at their offices or other county locations to allow residents to vote with proper ballots for their precincts.

Counties operating satellite voting locations may implement election day voter registration, allowing qualified persons to register and vote provisionally on election day, with full voting rights in elections held at least 29 days after registration.

Counties may operate satellite early voting and registration locations during the early voting period, allowing residents to register and vote early with proper ballots for their precincts.

Persons registering during early voting may vote provisionally in that election and gain full voting rights for elections held at least 29 days after their registration date.

Election day and early registration under this article does not qualify persons to vote in partisan primary elections.
