Amends Arizona Revised Statutes Section 34-451 to revise energy conservation standards and timelines for state agencies administering public buildings.

Updates energy reduction targets: 10% per square foot by July 1, 2011; 15% by July 1, 2014; and 30% by July 1, 2025 (baseline year: July 1, 2001 through June 30, 2002).

Requires all state agencies, universities, school districts, and community college districts to purchase at least 10% of their energy from green sources (solar, wind, landfill gas, low impact hydroelectric) by July 1, 2015.

Mandates all existing state buildings over 50,000 square feet conform to Leadership in Energy and Environmental Design (LEED) Existing Buildings standards by July 1, 2015.

Requires all new or leased state buildings to meet LEED Green Building Rating System standards as prescribed by the Department of Commerce Energy Office.
