Amends the definition of "base period" for unemployment benefits to allow the Department of Employment Services to use either the first four of the last five calendar quarters or the last four completed calendar quarters when establishing a benefit year.

Adds a new disqualification criterion under section 23-775 stating individuals are disqualified for unemployment benefits for any week in which they are incarcerated.

Creates a new "training extension benefits" program allowing individuals who have exhausted regular unemployment benefits to receive up to 26 weeks of additional benefits if enrolled in an approved training program for a high demand occupation.

Requires training extension benefit eligibility to be limited to individuals who separated from declining occupations or were involuntarily separated due to permanent reductions in operations at their workplace.

Establishes that weekly training extension benefits equal the individual's most recent weekly benefit amount minus deductible income, with a maximum total of 26 times the average weekly benefit amount.
