Establishes Arizona False Claims Act allowing civil actions against persons who knowingly submit false claims for payment to the state or political subdivisions involving state or political subdivision funds.

Violators are liable for three times the amount of damages, civil penalties between $5,500 and $11,000 per false claim, and costs of civil action; reduced to two times damages with no civil penalty if violator self-reports within 30 days and fully cooperates.

Authorizes Attorney General to investigate and prosecute false claims involving state funds and prosecuting authorities to investigate and prosecute false claims involving political subdivision funds, with coordination procedures when both state and political subdivision funds are involved.

Permits private citizens to bring "qui tam" lawsuits on behalf of the state or political subdivisions, with courts awarding private plaintiffs 15-50% of recovery proceeds depending on government involvement and plaintiff's contribution to the case.

Prohibits employers from retaliating against employees who disclose false claims information to government agencies or participate in false claims actions, with remedies including reinstatement, double back pay, and punitive damages available to employees.
