Establishes employee organizational rights for workers in the Department of Juvenile Corrections, Department of Public Safety, and State Department of Corrections.

Prohibits employees and employee organizations from engaging in sickouts, work slowdowns, strikes, or actions that disrupt service delivery.

Requires departments to recognize employee organizations elected by majority vote and meet and confer with them regularly regarding hours and conditions of employment (excluding wages).

Establishes procedures for employee groups to seek recognition by submitting petitions with at least 30% membership support, followed by neutral third-party administered elections.

Allows departments to retain exclusive authority over personnel decisions including hiring, promotion, discipline, discharge, and maintenance of operations; final authority over agreements rests with the governor.
