Amends Arizona Revised Statutes section 15-460 to add new subsection H allowing school district boundary modifications in counties with populations between 115,000 and 120,000 persons.

Permits boundary changes when a majority of qualified electors or property owners in a residential subdivision or recognized community petition to transfer from their original school district to an adjacent district.

Requires that at least 90 percent of pupils on the affected property either currently travel at least 50 miles each way to school or already attend school in the adjacent district.

Limits the boundary adjustment to no more than 100 pupils transferred from the original district and prohibits transfer of school facilities or equipment between districts.

Clarifies existing grammar in subsections C and D by changing "presents" to "present" and "approves" to "approve" to maintain subject-verb agreement.
