Amends Arizona Revised Statutes section 15-823 to add new subsection J regarding state funding for nonresident students in school districts and charter schools.

Prohibits school districts and charter schools from including nonresident pupils (those not residing in Arizona) in the district's or charter school's student count.

Prevents school districts and charter schools from obtaining state funding for nonresident pupils, with exceptions as provided in subsection I of the statute.

Applies to all nonresident students except those specifically exempted under existing admission provisions in subsections A through I of section 15-823.
