Amends Arizona Revised Statutes Section 16-321 regarding nomination petition signatures and verification procedures.

Requires county recorders to examine voter registration records in any action challenging a nomination petition to determine whether persons providing Arizona post office box addresses are registered to vote and eligible to sign.

Maintains existing requirements that petition signers must be registered voters in the electoral district and that petition circulators verify signers were qualified electors residing at the addresses provided.

Preserves provisions on signature validity, including rules for electors who sign multiple petitions and procedures for invalidating duplicate or excess signatures.
