Requires the Department of Education to issue a request for proposals by August 1, 2010 to evaluate existing data collection, compilation, and reporting systems, with contract award by October 1, 2010.

Authorizes the superintendent to enter into contracts with public or private entities to replace or update the student accountability information system to comply with federal American Recovery and Reinvestment Act requirements, subject to appropriation or receipt of federal funds and private donations.

Establishes a Data Governance Commission consisting of technology managers from universities, community colleges, school districts, charter schools, business representatives, and the superintendent of public instruction to develop guidelines for data management, security, privacy, technology standards, and funding priorities.

Requires contractors to demonstrate qualifications, attain performance goals, provide monthly reports in year one and quarterly thereafter, and subjects contracts to joint legislative budget committee review; allows state to cancel contracts without penalty after the first year with 90 days' notice.

Creates a temporary task force on data systems to design the request for proposals form by December 31, 2010, repealing the task force on April 30, 2011.
