Amends Arizona Revised Statutes section 11-821.01 to clarify that feeding pens, feed lots, and feed areas that are part of ongoing dairy operations are agricultural in nature, not commercial feed lots subject to zoning restrictions.

Specifies that areas designated for feeding heifers as part of dairy operations are included within this agricultural classification.

Establishes that such dairy operation feeding areas are general agricultural purposes exempt from regulation or restriction under sections 11-821 and 11-830 of Arizona law.

Maintains existing county requirements to zone appropriate areas for canneries, fertilizer plants, refineries, meat packing plants, and other similar industrial businesses.
