Establishes the Arizona Temporary Worker Program administered by the Industrial Commission to provide foreign workers to employers experiencing labor shortages in agriculture, dairy, and other industries.

Requires participating employers to register with E-Verify, file an application with the Commission, and submit a sworn affidavit that they cannot find authorized U.S. workers; Commission has 30 days to approve or deny applications.

Mandates criminal background checks of foreign workers through state and federal records and Mexican law enforcement; workers convicted of crimes in the U.S. or of crimes that would be Class 1 misdemeanors or felonies in Arizona are ineligible.

Issues nonforgeable Arizona Temporary Worker Legal Identification Cards valid for two years that restrict workers to employment in Arizona only; Commission revokes cards if workers travel outside Arizona, are absent 14+ consecutive days, commit crimes, or lose employment.

Program terminates ten years after effective date unless federal government authorizes Arizona to implement the temporary worker program; act only becomes effective upon federal authorization.
