Requires each state agency to develop and implement a policy promoting effective communication, collaboration, and positive government-to-government relations between the state and Indian nations and tribes.

Mandates each state agency designate a tribal liaison reporting to the agency head to assist with policy implementation, maintain ongoing communication with Indian nations and tribes, and ensure staff training.

Requires the governor to meet with leaders of Indian nations and tribes at the third quarterly meeting of the Arizona Commission of Indian Affairs to address issues of mutual concern.

Mandates state agency managers and employees with ongoing tribal communication complete training on effective collaboration, positive state-tribal relations, and cultural competency in serving American Indians and Alaska Natives, provided by the Department of Administration with Commission of Indian Affairs assistance.

Requires each state agency to submit annual reports by September 1 to the Arizona Commission of Indian Affairs detailing adopted policies, contact information for responsible officials, implementation efforts, training completion numbers, programs and funding for American Indians or Alaska Natives, and employee notification methods.
