Amends Arizona Revised Statutes section 28-900 to require school bus rules include assigned seating in school buses for children in kindergarten, first grade, and second grade.

School bus drivers must use seating charts to enforce assigned seating and ensure that kindergarten through second grade children sit in the front of the bus.

Maintains existing requirements for the Department of Administration (in consultation with the Department of Public Safety and school bus advisory council) to adopt rules for school bus safety, design, equipment, inspection, and operation.

Provides that violations of school bus rules by school district officers or employees constitute misconduct subject to removal, and violations by school bus contractors constitute breach of contract subject to cancellation.

Department of Public Safety is responsible for enforcing all school bus rules adopted under this statute.
