Amends section 36-2232 to require the director to ensure that if only one certificate of necessity is issued in a service area, another ambulance service may provide transportation between medical facilities if medically necessary and if the sole certificated service cannot respond timely.

Adds new subsection A.12 to section 36-2232 allowing alternative ambulance services to transport patients between medical facilities when the single certificated provider cannot respond in a timely manner for medically required transfers.

Amends section 36-2239 to prohibit medical facilities with single ambulance service contracts from penalizing alternative ambulance services or patients using alternative services.

Clarifies that alternative ambulance services providing transportation pursuant to the new provisions may charge patients no more than they would normally be responsible for and may seek reimbursement regardless of facility contracts.

Makes grammatical and technical corrections to existing statutory language regarding ambulance rate regulation and patient referral protocols.
