Prohibits individuals receiving public assistance or cash assistance under Arizona Title 46 from possessing, consuming, or purchasing alcoholic beverages, tobacco products, or illegal drugs.

Restricts assistance recipients from owning a cellular phone unless it is the only phone in their home and can only include basic phone service.

Bars assistance recipients from purchasing automobiles valued over $5,000 or televisions valued over $300, and prohibits cable television contracts beyond basic service.

Requires all applicants and recipients to sign a sworn affidavit upon determination and redetermination of benefits stating compliance with the prohibited acts listed above.

Directs the Department of Economic Security to adopt rules for implementing these restrictions on public assistance recipients.
