Requires Arizona high school students to obtain a passing score on a test similar or identical to the civics portion of the U.S. citizenship and immigration services naturalization test as part of social studies academic standards in order to graduate.

Amends Arizona Revised Statutes section 15-701.01 regarding high school graduation requirements and competency standards.

Maintains existing exemptions for students with individualized education programs and section 504 plans from competency test requirements, allowing them to graduate with standard diplomas.

Preserves existing provisions allowing students to satisfy graduation requirements through community college or university courses, private school credit transfers, and charter school credit acceptance.
