Creates a new state crime of unlawful reentry (section 13-2323) making it a class 4 felony for a person to be present on public or private land in Arizona if they have previously been deported, removed from the United States, or departed while an exclusion, deportation, or removal order was outstanding.

Exempts individuals who maintain federal authorization to remain in the United States from prosecution under the new unlawful reentry statute.

Requires law enforcement agencies to inquire about and determine a non-citizen arrestee's country of citizenship within 24 hours of incarceration and notify that country of the detention.

Mandates that law enforcement transmit citizenship information to courts and prosecutors for purposes of making determinations under the new unlawful reentry law and other statutes related to immigration status.

Requires law enforcement to request information from federal immigration authorities about whether an arrested person has previously been deported or removed from the United States.
