Prohibits performing an abortion when the procedure is sought based on the sex, gender, color, or race of the child or the race of a parent, as well as coercing such abortions through force or threats.

Prohibits soliciting, accepting, or attempting to solicit or accept money for the purpose of financing sex-selection or race-selection abortions.

Allows the attorney general or county attorney to seek injunctive relief in superior court, and allows the father (if married to the mother) or maternal grandparents (if mother is under 18) to bring civil actions seeking monetary damages for violations.

Requires physicians, physician's assistants, nurses, counselors, and other medical or mental health professionals to report known or suspected violations to law enforcement.

Classifies violations of the main prohibitions as a class 3 felony and failure to report as a class 6 felony; the pregnant woman is exempt from criminal or civil prosecution.
