Amends Arizona Revised Statutes Section 15-393 regarding joint technological education districts (JTEDs) to modify annual reporting requirements.

Requires JTEDs to report data on "program" completion rates rather than "course" completion rates, with completion rate defined as the rate for students designated as concentrators in that program by the department of education.

Changes graduation rate reporting to specify the graduation rate "from the school district of residence" of students who have completed a program in the joint district.

Requires the career and technical education division to submit its annual summary report to the governor, legislature, state board of education, secretary of state, and the director of the Arizona State Library, Archives and Public Records.

Revises the definition of students who have completed a program in the joint district by changing language from "enrolled" to "who have completed a program" in the graduation rate reporting requirement.
