Urges the U.S. Congress to provide funding for Navajo and Hopi communities in Coconino County affected by the Bennett Freeze administrative order from the Navajo-Hopi Land Settlement Act of 1974.

Identifies severe economic hardship in the region including nearly 50% unemployment, lack of nursing facilities, absent psychiatric and trauma care services, high school dropout rates, and forced migration of workers to urban areas.

Requests Congress designate the former Bennett Freeze region and surrounding Coconino County area as an economically depressed area eligible for Economic Empowerment Zone designation.

Calls for increased federal funding and support for Public Law 93-638 tribal entities, specifically mentioning the Tuba City Regional Health Care Corporation.

Directs the Arizona Secretary of State to transmit copies of the memorial to the President of the U.S. Senate, Speaker of the House, and all Arizona members of Congress.
