Emphasizes that D.C. residents pay taxes and serve in the military but lack voting representation in Congress, contradicting democratic principles.

States that without Congressional representation, District of Columbia citizens cannot participate in decisions affecting public health, safety, education, economic policies, and housing.

Directs the Arizona Secretary of State to transmit copies of the memorial to the President of the U.S. Senate, Speaker of the House, and all Arizona Members of Congress.
