References declassified documents showing collusion between the Nixon administration (President Richard M. Nixon and National Security Advisor Henry Kissinger) and Brazilian President Emilio Medici that led to the coup.

Identifies U.S. involvement including financing military death squads, spreading propaganda to Chilean armed forces, and implementing an "invisible blockade" of loans and credit that crippled Chile's economy.

Details consequences of the coup including over 1,500 executions within 19 days, thousands of arrests, kidnappings, and disappearances, plus severe economic damage including 13 percent drop in GNP and 28 percent decline in industrial production.

Directs the Arizona Secretary of State to transmit copies of the memorial to the U.S. President of the Senate, Speaker of the House, and all Arizona members of Congress.
